One of the really good things that the UK Civil Service technology community is encouraged to do is share their learning by blogging. This is a great habit for public service institutions but I also felt that it was actually helpful for small businesses and startups to do as well. Often you can feel quite isolated so honest sharing of what's working and not working can save a lot of wasted effort.
Giles Turnball has published a great presentation with several formats for organisation blogging that help get into the habit but also I think help drive accountability for people in small organisations.
